Do I need experience to work as an extra?

Generally not. Most extra calls look for reliable, available people who fit the scene, not trained actors.

Most professional shoots pay their extras. Some student or independent projects do not, and the listing should then say so clearly. Never pay to be chosen.

Do I need an agent to work as an extra?

No. Many calls are addressed directly to the public. An agent becomes more useful when you aim for roles with lines.
